The Honolulu City Council is considering bills that would discourage the use of tents in city parks and would ban shopping carts in parks.

While neither bill mentions the word “homeless,” both bills seem designed to reduce the proliferation of homeless campers, especially in places like Kapiolani Park near Waikiki. Previous efforts to clear the parks have been mostly unsuccessful as the campers move temporarily or ignore warnings from police.

Bill 7 would require permits to be obtained for the use of tents in parks. Bill 8 would ban shopping carts from city parks.

The bills were submitted to the Council by Honolulu Mayor Mufi Hannemann.

Bills 7 and 8, which would amend existing ordinances regulating the use of parks and recreation, had first reading in Council chambers Wednesday.
